The Walking School Bus Program™ (WSB) offers a fun, safe, healthy, educational and environmentally friendly way to get school.
A Walking School Bus is a school bus that is powered by legs. It is a safe, healthy and convenient way for children to travel to and from school under the guidance of trained adult supervisors. The program aims to encourage more children who live within 1-2 km of their primary school to walk to and from school.
The Walking School Bus is the perfect alternative to the car and fits in with the aims of the Central Goldfields Shire Council, to reduce road traffic congestion at schools. It provides safe, adult supported walking routes to school. It enables children to develop skills that enable safer pedestrian travel and possible pedestrian independence when age and circumstances are suitable.
How a Walking School Bus works
A Walking School Bus is typically made up of two volunteers (a 'driver' and a 'conductor) and up to 16 children (1:8 ratio). Each bus walks along a set route picking children up at designated 'bus stops' according to the 'bus' timetable. Participants are provided with timetables and a contact list so parents and volunteers can inform each other of changes and cancellations.
Every child is welcome to join the bus and are expected to follow the same rules of behaviour that apply in the classroom, as well as obeying all pedestrian traffic laws.

Environmental Health
Environmental Health provide surveillance and safety services relating to food contamination, investigates outbreaks of infectious disease, monitors standards of practice in businesses subject to health regulations.
The Central Goldfields Shire Environmental Health Service provides a number of important services to the community including:

Food Surveillance
Our Environmental Health Officer closely monitors the production and sale of food in the municipality and persons concerned about food safety are encouraged to contact the Officer.
Infectious Disease Control
Council has a range of information about issues such as vaccinating against preventable diseases, mosquito problems, HIV/AIDS, Hepatitis A, B, & C and Legionnaires Disease. A free diabetic needle and syringe disposal service is also available. Council's Environmental Health Officer also monitors hairdressers, beauty parlours and skin penetration premises etc, to ensure correct infection control procedures are practiced.
Head Lice
Council employs a nurse who conducts head lice checks upon request by schools. The Council charges a subsidised fee for this service.
Septic Tanks in Unsewered Areas
In unsewered areas household wastes must be connected to approved septic tank systems. Council's Environmental Health Officer must be contacted to obtain a permit to install a septic tank system. Advice is also provided on care and maintenance of these systems.
Environmental Health Nuisance Control
Issues of public health significance can be reported to our Environmental Health Officer. Reports are treated confidentially and investigated with the aim of resolving the issue promptly. In the case of issues relating to neighbourhood disputes, Council encourages residents concerned to discuss the matter and attempt to resolve the matter privately before contacting Council.

The 'Men in Sheds' service
The 'Men in Sheds' service aims to provide activities for men who do not have access to a shed or equipment as well as social interaction with other men. Men can enjoy the opportunity to meet other men, tinker or just enjoy a cuppa or a chat.

Sharp Disposal Service
The aim of this service is to safely dispose of potentially hazardous materials.
Diabetics and other users of syringes at home can obtain disposal containers for the Council. Full Sharps containers, including 2 litre rigid plastic juice containers can be left at the Council office for disposal by the Environmental Health Department. These can be obtained at cost price from Council.

FReeZA
M.E.F.Y (Musical Entertainment For Youth) is our local FReeZA Committee, comprising of young people aged between 12 and 25. FReeZA is a program that offers young people a chance to organise drug, alcohol and smoke free musical events for young people within the Central Goldfields Shire region, such as annual events like 'Battle of the Bands' and 'Get Amped'. M.E.F.Y can also offer young budding performers a platform to launch their musical careers. Members meet weekly and play an active role in organising everything associated with running an event, including booking local and national bands, sound and lighting, advertising and promotion. The committee makes all of the decisions about what sort of gigs to put on, whether to have live bands, DJs or something different. M.E.F.Y provides a great opportunity for young people to build their skills around communication, leadership and teamwork, and most importantly, to be recognized for their achievements. Head Lice Inspections
Examinations for head lice are conducted by Council Health Officers for Central Goldfields Shire's school children, with parent's permission and written consent. Advice and education about head lice prevention and treatment are provided.

Community Aged Care Packages
Low level aged care case management service provided in the community, for those assessed by the Aged Care Assessment Service as having complex care needs.
Case Management is a holistic approach to service delivery. It ensures that the customer receives the service and resources that he or she needs when they are needed.
Case Management is a process which aims to:
* work with and for customers;
* enhance customer access to services;
* actively involve and empower customers;
* co-ordinate services for customer by spanning organisational boundaries.

ASSESSMENTS
The Council's Assessment Officer assesses and monitors the needs of all people referred to the service. This is to ensure that customers receive the most appropriate services and their situation continues to warrant the use of services. The Assessment Officer will refer and liaise where appropriate and maintain and foster maximum customer independence.
ASSESSMENT OFFICER'S RESPONSIBILITIES
Conduct assessments using the Department of Human Services, Service Co-Ordination Tool (SCTT). The SCTT tool is used for referral purposes this information is important and is hoped that duplication of information by other professionals will be minimized, thus being less intrusive for the customer.
Assessment Officer will regularly review the needs and circumstances of HACC customers and initiate increase or terminate services to customer as necessary. Inform customers of Council's service parameters and of customer's rights and responsibilities. Refer customers to other professionals as required. Upon completion of the assessment the customer will be issued with a copy of the assessment.
About Home and Community Care (HACC) services
The Home and Community Care (HACC) Program provides a range of basic support services to frail older people and people with disabilities who are experiencing difficulties in managing daily tasks, but who wish to remain living at home. The program also supports their carers and families.
Services include: Home Care, Personal Care, Respite, Home Maintenance, Meals on Wheels, Social Support and Planned Activities.
The HACC program targets its services to those who have the greatest need for them and/or the greatest capacity to benefit from them.
We will assess your needs and provide you with information about your choices. After the assessment, the HACC Assessment Officer then decides what services can be allocated to you.
It is important to understand that often there are more people wanting services that there are services available. It is our responsibility to make sure services are allocated fairly and on the basis of need.
Central Goldfields Shire Council 'Caring For Our Community' is committed to providing a professional high quality service by responding to and assisting with, customer's identified needs. 'Caring For Our Community' is also committed to maintaining the maximum level of independence of older people and people with disabilities to prevent premature or inappropriate admission to institutionalised care. To provide services to assist the aged and disabled to remain in their homes safely.

Delivered meals
A hot or ready-to-heat midday meal is delivered at low cost to the aged, those with disabilities and those unable to cook for themselves.
Central Goldfields Shire Council provides a Meals On Wheels service to clients of the HACC target group who have been assessed as Nutritionally at Risk.
It should be noted that the Delivered Meals service is not a catering service and meals are only available for people who have been assessed as being nutritionally at risk.
Delivered meals are provided to individuals who have no other options for supporting their nutritional needs, other than a home delivered meal. Regular reassessments of clients shall be undertaken with no guarantee of continuing service should circumstances change.
Central Goldfields Shire Council delivers meals to residents each weekday. The service aims to preserve the health and well-being of elderly and people with a disability by providing a nutritious and well balanced meal at home.
Volunteers deliver a hot meal to the home on weekdays (including public holidays). Special arrangements may be able to be made for weekends.
The delivered meal consists of two courses and a soup in winter plus a Vitamin C supplement and are prepared from a planned menu cycle, with input from a dietician. Special diets are available for those with particular medical conditions, eg, Diabetics. Meals are purchased from the Maryborough District Health Service kitchen and are delivered by a team of voluntary staff.
VOLUNTEERS
The Council gratefully acknowledges the assistance of volunteers to the Meals on Wheels service. Volunteers give their time, energy and provide their cars to transport meals within the Shire. They are essential to the smooth running of this service.

Planned Activity or Social Support Volunteers
Before visiting as a Planned Activity or Social Support volunteer, volunteers attend a selection and training session and two in-service training sessions where the needs of older and people with a disability in the community are discussed and the rights and responsibilities of volunteers are clarified. Volunteers can be assured of continuing support of their efforts from the Social Support Supervisor.
Generally, volunteers find their work to be interesting and personally rewarding. The minimum age for volunteers is 18. Volunteers are asked to commit from 1-5 hours per week of their time to their work.

Immunisation
This Service is provided free of charge to all residents of the municipality. Any child or adult who misses an immunisation clinic may be vaccinated on the spot by our public vaccinator.
The types of immunisation provided include:
- Poliomyelitis
- Measles/Mumps/Rubella
- Diphtheria
- Tetanus
- Whooping Cough
- Haemophilus Influenzae type b
- Hepatitis B (up to 10yrs free, Adults $30.00)
- Influenza and Pneumococcal - (Free to adults aged 65 years plus).

Immunisations are administered to infants, children and adults through regular monthly clinics at various venues throughout the municipality. It is also conducted via school programs aimed at specific age groups.
Adults should receive diphtheria/tetanus booster every 10 years. Women of child bearing age should have their antibodies against rubella (German Measles) checked as the immunisation received as a teenager may no longer be effective.
Note: The Health Act 1958, now requires that children starting school in Prep Grade have a School Entry Immunisation Certificate. This certificate is issued by Council's Environmental Health Services.

The Telelink service links a group of people who share a common interest in a conference telephone call that allows them to communicate with each other at a regular pre-arranged time.

Veterans' Home Care
is a department of Veterans' Affairs' program that helps veterans and war widows/widowers with low care needs to remain in their own homes for longer. A Veterans' Home Care Assessment identifies care need and determines eligibility for Veterans' Home Care services or recommends other appropriate DVA or community based benefits or services referrals. Veterans' Home Care Service Assessments are undertaken by telephone unless specific issues are identified to warrant a home assessment.
The program aims to enable veterans and war widows/widowers to remain in their own homes for longer. To assess individual home care needs; to enable individuals to access a full range of care services through a single entry point; to determine an appropriate plan for support and care; to refer to other DVA or community based benefits and services.
Assessment recommendations for service delivery are forward to the regional office in Mildura to confirm service plan. Grandfather clause for HACC clients transferring to VHC no longer applies.

The Youth Access and Participation Program (YAPP) provides youth with access to services. Numerous services are available to youth in the Central Goldfields region, such as organisations specialising in health, education, employment or wellbeing; but sometimes, finding out about these services can be difficult or daunting. YAPP provides young people with the knowledge and awareness needed to access local support services within and around the Central Goldfields Shire. In addition, the program has begun creating a comprehensive website register of all current opportunities for young people in the area. The program has also been working alongside Lead On to assist them in the creation of a monthly publication for young people written by young people in The Maryborough Advertiser, known as 'The Loop'.
Aside from providing access to services, YAPP also creates the opportunity for young people who are currently disengaged with mainstream education to contribute and participate in a weekly structured life skills program. This Program focuses on skills such as communication, team work, employment and decision making, and aims to give young people increased opportunities to actively participate in their local community. Further, the program now offers participation in a series of forums where young people become involved in the decision making process associated with the direction of the YAPP.

Social Outings
The aim of this service is:
* To provide a social day out with a group of people with similar interests who can not otherwise do the social activity by themselves.
* To provide social interaction opportunities for Home and Community Care [HACC]clients to prevent them becoming house bound.
* To provide regular planned programs of activities, which enhance the skills required for daily living and providing physical, intellectual, emotional and social stimulation.
OUTINGS are on most Mondays and Tuesdays visiting a variety of places. Lunches and afternoons are at Maryborough Community House or Senior Citizens Centre in Maryborough. Wednesdays is a planned Activity at the Seniors Citizens Centre. The HACC bus will pick up participants between 9am and 11am. Return home is usually by 4pm
SOME OUTINGS INCLUDE

WHAT IS PLANNED ACTIVITY /SOCIAL SUPPORT?
Social Support enables aged and people with a disability to maintain an independent lifestyle in their own homes for as long as possible or practicable.
This is achieved by:
* linkage with a volunteer who will visit at least once a week, and encourage the development of other friendships;
* providing a regular telephone monitoring service, which provides an added sense of security for people who are able to remain independent in their own homes;
* providing a Community Visitors' Scheme to visit people who are in a nursing home;
PLANNED ACTIVITY
Provides regular planned programs of activities, which enhance the skills required for daily living and providing physical, intellectual, emotional and social stimulation.
PLANNED ACTIVITIES / SOCIAL SUPPORT ongoing programs include;
* MEN IN SHEDS. Carpentry activities in our depot shed and monthly outings
* POSITIVE LIVING PROGRAM
* OUTINGS are on most Mondays and Tuesdays visiting a variety of places. Outings support clients who use wheel chairs and scooters to attend activities.
* Also available are: Mobile Library, Friendly Visiting, Tele Contact, Movies.
Lunches and afternoons at Maryborough Community House or Senior Citizens Centre in Maryborough. Wednesdays is a planned Activity at the Seniors Citizens Centre. The HACC bus will pick up participants between 9am and 11am. Return home is usually by 4pm.
Before visiting as a Planned Activity/ Social Support volunteer, volunteers attend a selection and training session and two in-service training sessions where the needs of older and people with a disability in the community are discussed and the rights and responsibilities of volunteers are clarified. Volunteers can be assured of continuing support of their efforts from the Social Support Supervisor.
Generally, volunteers find their work to be interesting and personally rewarding. The minimum age for volunteers is 18. Volunteers are asked to commit from 1-5 hours per week of their time to their work.
Confidentiality and dignity are respected at all times. The Social Support Supervisor is available to discuss any difficulties and to support both the recipient and the volunteers.

Rural Access is a service which supports rural and regional communities to plan and develop strategies which will increase community membership and participation opportunities for people with disabilities.
How Rural Access works:
Rural Access assists the community to include people with disabilities and their families by helping in the following six areas:
- Helping people and organizations to work together more effectively
- Improving community understanding about the needs and aspirations of people with disabilities through community education and awareness raising
- Developing and implementing projects which respond to needs and community priorities
