Only single parents and authorised workers who can’t supervise their children at home can access childcare. However, vulnerable children won’t be turned away from childcare.

At schools, remote learning will be in place for most students. Face-to-face learning will be available for vulnerable children and the children of essential workers.

Higher education and training are closed with remote learning only, unless for permitted study.

Higher education students need to carry a permit. The permit is available at

Mandatory face masks

You must wear a face mask when you leave your home or intimate partner’s home — both indoors and outdoors. You must carry a mask at all times.

For more information on face mask restrictions and exemptions, see ‘Face masks — Victoria’ in the Restriction Checker.

Regional Victoria — excluding the City of Ballarat

Schools can reopen for onsite learning for the following students who live in regional Victoria — excluding the City of Ballarat:

  • Prep to Year 2 students
  • Year 12 students
  • Students completing VCE units 3 and 4
  • students in their final year of VCAL, VET or the International Baccalaureate

Childcare, kindergarten and early learning centres can open for all regional Victorian children.

Remote learning will continue for all other year levels.

Onsite supervision at schools is still available for vulnerable children and children of authorised workers in all year levels.

Masks must be worn by all students and staff aged 12 and over.

If you travel between Metropolitan Melbourne or the City of Ballarat and regional Victoria to work in a school, childcare or early childhood education, you must get tested for COVID-19 within 72 hours after your shift (no more than twice in 7 days). You don’t need to wait for a test result to work.
